<p><span style="font-size: 12pt;">Overseas investment in Vietnam<span style="color: #0000ff;"><a style="color: #0000ff;" href="http://blog.vietapartment.com/asian-investors-returning-to-vietnamese-property/" target="_blank"> <u>is on the rise</u></a></span>, attracted by newly opened markets and a growing economy.  Property values are expected to be the latest beneficiary, with foreigners now <span style="color: #0000ff;"><u><a style="color: #0000ff;" href="http://blog.vietapartment.com/foreigners-property-and-vietnam-an-introduction/" target="_blank">able to buy legally</a></u></span>.  One expert, however, is urging patience and caution to new entrants in this emerging market.</span></p>
<p><span style="font-size: 12pt;">Ngo Dinh Han is a lecturer at Ho Chi Minh City’s University of Economics.  He expects foreigners to reap the benefits of legislation introduced on July 1<sup>st</sup>, allowing them for the first time to <span style="color: #0000ff;"><u><a style="color: #0000ff;" href="http://blog.vietapartment.com/foreigners-property-and-vietnam-an-introduction/" target="_blank">own property in Vietnam</a></u></span>.  He reminds would-be buyers to be aware of these <strong>7 common errors </strong>when taking their first steps on Vietnam’s property ladder.</span></p>

<p><span style="font-size: 12pt;">The projects with the most hype are not necessarily the best investments.  Some unscrupulous agents have ploys to simulate high interest and attract those looking for quick wins.  Don’t be fooled by promises of <strong>quick profits</strong> – do your homework. </span></p>
<p><span style="font-size: 12pt;">“Look beyond headline figures to the developer’s track record in timely delivery.  Check and double check the payment schedule and conditions.  Don’t sign anything you don’t understand – get an agent or legal expert to translate every document if you don’t speak Vietnamese.  Some, like <span style="color: #0000ff;"><u><a style="color: #0000ff;" href="http://vinhomescentralparkproject.com/" target="_blank">Vinhomes Central Park</a></u></span>, offer everything in English, which is great – but <strong>check</strong>, and <strong>check again</strong> before making any commitment.”</span></p>

<li><span style="font-size: 12pt;"><strong> Avoid early-stage peaks</strong></span></li>

<p><span style="font-size: 12pt;">The last round of ‘early bird’ offers before completion are designed to prompt impulse buys – but are often the <strong>least profitable in the short-term</strong>.</span></p>
<p><span style="font-size: 12pt;">“This is the highest price before general release, and, with over-capacity issues prevalent at the minute, is something to avoid.  You may well see a return in the long-run, but its unlikely prices in the first 12 months will match those final totals offered in the last cycle of development.”</span></p>

<p><span style="font-size: 12pt;">“Always remember why you’re buying somewhere.  Profit is likely in a growing market – the only question is how long you want to wait.  Are you buying to live, or buying to let?  Are you looking at long-term growth or a short-term flip?  <strong>Make judgments</strong> based on your <strong>value strategy</strong>.”</span></p>

<li><span style="font-size: 12pt;"><strong> Limit your leverage</strong></span></li>
</ol>
<p><span style="font-size: 12pt;">With some uncertainty over the viability of long-term profits, be sure to bank on a conservative return rather than the maximum, and plan your borrowing around that to limit your exposure to market changes.</span></p>
<p><span style="font-size: 12pt;">“There’s been a great deal of fluctuation in local interest rates, and these could eat up your profits if you’re not careful.  Look at properties where large-scale lending isn’t necessary.”</span></p>

<li><span style="font-size: 12pt;"><strong> Wait and see</strong></span></li>
</ol>
<p><span style="font-size: 12pt;">Unit prices are <span style="color: #0000ff;"><u><a style="color: #0000ff;" href="http://blog.vietapartment.com/vietnam-property-prices-cheapest-in-the-region/" target="_blank">much lower than neighboring metropolises</a></u> </span>like Bangkok and Kuala Lumpur currently.  But the effect of the recent property laws have yet to be felt, and Ngo Dinh Han believes it may be a little while before a true picture of market values emerges.</span></p>
<p><span style="font-size: 12pt;">“Getting in on a good development early is <strong>always preferable</strong> – but don’t go too soon.  Property speculation can feel like a gamble, so look at the whole board.  Observe the progress of promised infrastructure developments, population changes in your chosen area, and any new amenities opening up.  <strong>Transport, city-wide migration and services</strong> are the <strong>trinity </strong>of any property investment decision.  Take your time.”</span></p>

<li><span style="font-size: 12pt;"><strong> Don’t bank on a quick flip</strong></span></li>
</ol>
<p><span style="font-size: 12pt;">For all these reasons and more, speculators banking on fast turnaround at profit are likely to be disappointed.</span></p>
<p><span style="font-size: 12pt;">“Emerging markets do offer enormous potential – but equally, enormous risks.  Patient, sensible investors with research in-hand who are not over-leveraged are likely to succeed.  Speculators looking for a fast profit are not, however.  <strong>Don’t go beyond</strong> your <strong>financial limits</strong>, and <strong>don’t gamble</strong> what you can’t afford to lose on the promise of a quick win.”</span></p>

<p><span style="font-size: 12pt;">“Don’t risk it all in one sector or one area.  <strong>Diversify </strong>your interests across districts, cities, and property types.  The luxury end is most profitable right now – but will that remain the case in the long-term?  Hedge your bets, and look at middle-income apartments, houses, tourist villas and commercial property to keep you in the game until the end.”</span></p>

<p><span style="font-size: 12pt;">As of August 9<sup>th</sup>, any new development must be <strong>guaranteed financially</strong> before a project is due to commence.  This updated guidance is seen as a move to <strong>reduce perceived risks</strong> from overseas investors, who were granted <span style="text-decoration: underline; color: #0000ff;"><strong><a style="color: #0000ff; text-decoration: underline;" href="http://blog.vietapartment.com/foreigners-property-and-vietnam-an-introduction/" target="_blank">new rights to legally purchase property</a> </strong></span>for the first time on <span style="color: #000000;">July 1st, 2015. </span></span></p>
<p><span style="font-size: 14pt;"><strong>New circular</strong></span></p>
<p><span style="font-size: 12pt;">Institutions have acted following a spate of litigation by disgruntled buyers of projects which weren’t delivered on time.  The State Bank’s updated guidance, emerging from Circular No. 07/2015/TT-NHNN, requires certain conditions to be met before a purchase or a project can be ratified.</span></p>
<p><span style="font-size: 12pt;">Guarantees for buyer, developer and lending institutions must now be made clear and <strong>transparent </strong>before a purchase is recognized.  Should either buyer or developer fail to meet their obligations, the lending parties will be liable to <strong>pay full compensation</strong>, including re deposits and advance payments.</span></p>
<p><span style="font-size: 12pt;">While it’s expected that additional cost burdens related to securing guarantees from commercial bank may be reflected in marginally higher prices, the aim is to make the property market a more transparent and credible destination for foreign capital.</span></p>
<p><span style="font-size: 14pt;"><strong>A bigger role for banks </strong></span></p>
<p><span style="font-size: 12pt;">It’s hoped that asking more of commercial banks will ensure projects are <strong><em>better managed</em></strong> throughout the development phase.  Banks who previously issued lump-sum loans to developers were often left with debts and write-offs, whereas under the new stipulations, commercial banks have an active role in <strong>ensuring money is treated correctly</strong> through a project’s lifetime.</span></p>
<p style="text-align: left;"><span style="font-size: 12pt;">Lending banks are expected to <strong>perform more</strong> <strong>stringent diligence</strong> on a <strong>developer’s financial capacity</strong>, <strong>project feasibility</strong> and <strong>market conditions</strong> before sanctioning contracts.</span></p>

<p><span style="font-size: 12pt;">Timely delivery and industry credibility are expected to be boosted by these measures, attracting further investment interest from foreigners.  Financially insecure developers are likely to fall by the wayside, which while impacting ambitious start-ups will make the market healthier as a whole.</span></p>
<p><span style="font-size: 12pt;">Overseas Vietnamese (Viet Kieu) and foreign investors will also <strong>benefit directly</strong> from the Circular updates, with pressure put on the banks to make it easier to <strong>access loans in-country</strong> rather than requiring guarantees solely from abroad.  Buyers purchasing from established developers with good reputations will also be rewarded, as trusted partners are likely to be offered a lower guarantee fee than less credible competitors.</span></p>

<p><span style="font-size: 12pt;"><strong>ARTICLE 4: DEPOSIT</strong></span></p>
<ol>
<li><span style="font-size: 12pt;">The Lessee shall pay the Lessor a deposit of ………………………………..VND (In words……………………………………………………………….). This deposit shall be held by the Lessor as security for the due performance and observance by the Lessee of all its obligations under this Agreement and shall not be treated as payment of the rent.</span></li>
<li><span style="font-size: 12pt;">The deposit shall be refunded in the same currency (which was paid before) from the Lessor to the Lessee within 3 to 5 working days since the contract expired.</span></li>
<li><span style="font-size: 12pt;">The Lessee has to pay completely all bills of utilities such as electricity consumption, laundry service, drinking water, etc… be responsible and bear all costs for any damage or losses of the interior furnishing and facilities caused by the Lessee itself or its visitors during the use of such premises before getting back the Deposit.</span></li>
</ol>
<p><span style="font-size: 12pt;"><strong>ARTICLE 5: PAYMENT</strong></span></p>

<li><span style="font-size: 12pt;">The Lessee shall pay the rent by bank transfer through the Lessor’s Viet Nam Dong Account at the selling exchange rate issued by Vietcombank, HCM City branch at the time of payment. Bank charges shall be paid by the Lessee (if any)</span></li>

<li><span style="font-size: 12pt;">The Lessee shall pay the monthly house rental (……………..) on the first day of the payment period without any demand to pay a debt.</span></li>
<li><span style="font-size: 12pt;">If the House Rental remains unpaid at the expiration of five (5) days after becoming payable (whether formally demanded or not), the Lessee shall pay interest on any unpaid sums at the rate of 0.5% per month calculated from day to day from the date the unpaid sums become due until the date they are paid.</span></li>
<li><span style="font-size: 12pt;">If the payment is delayed over seven (07) days from the started payment above, the Lease is considered to be expired and the Lessor reserves the right to terminate the Lease without any prior notice and any compensation for the Lessee. In this case, the Lessee will lose its security deposit for the penalty and shall be payable overdue dates of the stay calculating from the first day of the payment and unpaid arising services as well such as: electricity, laundry, hiring car., etc…(if any).</span></li>
</ol>
<p><span style="font-size: 12pt;"><strong>ARTICLE 6: RESPONSIBILITIES OF THE PARTIES</strong></span></p>
<p><span style="font-size: 12pt;">Both parties mutually agree to undertake to the following responsibilities:</span></p>
<ol>
<li><span style="font-size: 12pt;"><strong>Responsibilities of the Lessor</strong></span></li>
<li><span style="font-size: 12pt;">To hand over the house and facilities to the Lessee on validity date of the House Lease Contract.</span></li>
<li><span style="font-size: 12pt;">To guide the Lessee to comply with the regulations on registration of temporary residence.</span></li>
<li><span style="font-size: 12pt;">To promptly repair all the damage related to the construction (such as: walls, roof, foundation, drains, electricity &amp; water system, leakage, air conditioners, water heaters) as requested by the Lessee; except the small damage and the other damage caused by the Lessee and its visitors, then the Lessee has to fix it.</span></li>
<li><span style="font-size: 12pt;">If there is a need to do the maintenance or repair work, the Lessor must inform the lessee in writing or telephone in advance and the latter to permit the Lessor and its authorized agents to carry out the repair and maintenance works. If the Lessee or the Lessor hinders the repair, thus damaging the safety of the renting house, the hindering part mast bear the cost arising from the consequences.</span></li>
<li><span style="font-size: 12pt;"><strong>Responsibilities of the Lessee</strong></span></li>
<li><span style="font-size: 12pt;">Upon the acceptance of the Lease Agreement, identify cars or international passports of the Lessee and sharers are required to be photocopied and sent to the Lessor before check-in date or upon check-in.</span></li>
<li><span style="font-size: 12pt;">To pay the rent on time.</span></li>
<li><span style="font-size: 12pt;">To use the premises for the right purpose as specified. Any repairs and renovations which are needed to satisfy its own requirements must be subject to the consent of the owner and must comply with the regulations on capital construction of Vietnam.</span></li>
<li><span style="font-size: 12pt;">To be responsible and bear all costs for any damage or losses of the interior furnishing and facilities caused by the Lessee itself (except normal wear &amp; tear), for damage caused by the Lessee and its visitors during the use of such premises and for protecting all its own personal property and effects.</span></li>
<li><span style="font-size: 12pt;">To comply with the regulations on the general protection of sanitation environment order and security within the residential areas. The Lessee shall not do anything which may become a nuisance, annoyance, damage or disturbance to the Lessor or the occupiers or nearby premises whether within the Building or otherwise and shall not use the Premises for any illegal or immoral purpose.</span></li>
<li><span style="font-size: 12pt;">Not to be entitled to transfer this lease contract or to sublet the premises to another Lessee without the Lessor’s advance written approval.</span></li>
<li><span style="font-size: 12pt;">No clothes, sheets, blankets, laundry of any kind or other articles shall be hung out or exposed on any part of the building.</span></li>
<li><span style="font-size: 12pt;">Nothing shall be done in the building which will impair the structural integrity of any building.</span></li>
<li><span style="font-size: 12pt;">On the expiration of this Agreement, to quietly yield up the building and deliver all locks and keys to the Lessor together with all Fittings therein in the condition as the Premises, Fittings and Inventory were at the commencement of the Term.</span></li>
</ol>
<p><span style="font-size: 12pt;"><strong>ARTICLE 7: QUANTITY RESIDENCE OF THE LESSEE</strong></span></p>
<ol>
<li><span style="font-size: 12pt;">Maximum resident is two (02) persons for one bedroom, four (04) people for two bedrooms, six (06) people for three bedrooms.</span></li>
<li><span style="font-size: 12pt;">Guests are responsible for showing passport or identification.</span></li>
</ol>
<p><span style="font-size: 12pt;"><strong>ARTICLE 8: TERMINATION</strong></span></p>
<ol>
<li><span style="font-size: 12pt;"><strong>Termination by the Lessor</strong></span></li>
</ol>
<p><span style="font-size: 12pt;">The Lessor may at any time lawfully re-enter the building and terminate this Agreement:</span></p>
<ul>
<li><span style="font-size: 12pt;">The Rent or any amount payable under this Agreement or any part thereof shall at any time be unpaid for eight (08) days after becoming payable (whether formally demanded or not);</span></li>
<li><span style="font-size: 12pt;">The Lessee is in breach of any term of this Agreement.</span></li>
<li><span style="font-size: 12pt;">The Term has expired</span></li>
<li><span style="font-size: 12pt;">The premises are to be demolished under a decision by a duty-authorized body or to be burned or (not caused by negligence of the Lessee)</span></li>
</ul>
<ol start="2">
<li><span style="font-size: 12pt;"><strong>Termination by the Lessee</strong></span></li>
</ol>
<p><span style="font-size: 12pt;">If the Lessee terminates the Agreement prior to expire date:</span></p>
<ul>
<li><span style="font-size: 12pt;">The Lessee is not allowed to terminate the leasing contract before its expiry date, unless the Lessor does not guarantee to provide the leasing house as per the contract’s terms and conditions. In case, the Lessee terminates the leasing contract prior to its expiry date, shall lose Deposit.</span></li>
<li><span style="font-size: 12pt;">The Lessee, in this time, will guarantee to pay completely the renting house of the last month and all bills of utilities.</span></li>
</ul>
<p><span style="font-size: 12pt;"><strong>ARTICLE 9: COMMITMENT BY BOTH PARTIES</strong></span></p>
<ul>
<li><span style="font-size: 12pt;">The Lease contract shall be properly implemented upon execution by both parties. Any amendment and addition must be agreed upon in writing by both parties.</span></li>
<li><span style="font-size: 12pt;">If there is any dispute or breach of lease by either party, the matter will be settled through conciliation and negotiation.</span></li>
<li><span style="font-size: 12pt;">If solution could not be found, the matter shall be brought to the HCM City Court for Judgment.</span></li>
<li><span style="font-size: 12pt;">In case, if the Vietnamese government enacts any new law or regulation on house leasing. Both parties will re-negotiate the related terms and conditions to make them in line the new law or regulation.</span></li>
</ul>
<p><span style="font-size: 12pt;">The contract is made in four (04) copies, two (02) in English and two (02) in Vietnamese with equal validity. Each party keeps 1 copy in each language. The contract is valid from the signed date.</span></p>

<p><span style="font-size: 12pt;">In the first half of 2015, the <strong>Vietnam real estate market</strong> of apartment for sales has a <strong>sharp breakthrough</strong>, especially the supply of opensales projects. According to the statistics,<strong><span style="color: #ff0000;"> 13.000 apartments</span></strong> are opened for sales in the <span style="text-decoration: underline;"><strong>first half year</strong></span>. This amount is <strong>equal to</strong> the supply of the <strong>whole 2014</strong> year. In<strong> forecast</strong> by experts, The supply of the <em><span style="text-decoration: underline;"><strong>whole year</strong></span></em> would become <span style="text-decoration: underline;"><strong><em>over the strong growth period in 2006 – 2010</em></strong></span>.</span></p>
<p><span style="font-size: 12pt;">Ms. Do Thu Hang, <em>Head of Research and consultancy department of Savills Hanoi</em> has answered around this problem.</span></p>
<p><span style="font-size: 12pt;"><em><b>Despite of a large amount of apartment for sales in the market, there is still a phenomenon of increasing price after every open sales ceremony of the developers. In your opinion, what is the reason for this problem?</b></em></span></p>
<p><span style="font-size: 12pt;">We realize that recently there is large amount of apartment for sales. In detailed, it is about<span style="color: #ff0000;"><strong> 7.000 units</strong></span> in <strong>1st Quarter</strong> (the <strong>consumption rate is 40%</strong>),  <span style="color: #ff0000;"><strong>6.000 units</strong></span> more was added in <strong>2nd Quarter</strong> from <strong>27</strong> different <strong>projects</strong>. So, the<strong> total</strong> amount is about <span style="color: #ff0000;"><strong>13.000</strong></span> apartments.</span></p>
<p style="text-align: left;"><span style="font-size: 12pt;">There are some <strong>developers consider</strong> about the <strong>quantity of apartments</strong> after each sales opening, or consider to <strong>increase apartment prices</strong> periodically. In my opinion, it is their <strong>business strategy</strong>.<span style="color: #ff0000;"><strong> Only</strong> </span>projects with <span style="text-decoration: underline;"><strong>good location or high reputation investors could raise prices</strong></span>.</span></p>

<p><span style="font-size: 12pt;"><em><b>The fact of speculative trends have returned to the real estate market. According to you, what is the impact of this trend in ̉ the rest of this year, 2015?</b></em></span></p>
<p><span style="font-size: 12pt;">Currently, it’s a really <strong>big number</strong> of <strong>speculative investors</strong> in each project. Real demand is still there but not equal to the amount of speculators and investors. We think that this<em><span style="text-decoration: underline;"><strong> may cause some consequences.</strong></span></em> When a speculative <strong>investor</strong> buy a house, they <strong>expect</strong> the house <strong>price would raise</strong> in the future. And this will<strong> lead to the price increasing in the future</strong> of whole market. However, we<strong> don’t need to worry</strong> so much about that <strong>due to</strong> the<strong> big number of products</strong> in the real estate market, even the buyer with speculative purpose will meet that problem and should consider carefully.</span></p>
<p><span style="font-size: 12pt;">We predict that <strong>many transactions to be made in the rest of 2015</strong>. However, the speculative factor may distort demands.</span></p>
<p><span style="font-size: 12pt;"><em><b>The real estate market has a sharp recovery at this time. The supplies and credit increases<span style="color: #ff0000;"> 11%</span> compared with the same period last year. So, according to you, would it occur the real estate bubble or not? </b></em></span></p>
<p style="text-align: left;"><span style="font-size: 12pt;">Looking at the <strong>short term</strong>, in recent, the market <strong>reached its bottom</strong> and had a <strong>fast recovery.</strong> We realize that the transactions in 2015 are in the high level. The fact that Transactions in the first half 2015 are the same with the whole 2014 may lead the whole year transaction to be over the developed period in 2006-2010. Recently,  construction <strong>progress become so fast</strong> and the<strong> buyers turn to worry</strong> about,<span style="color: #ff0000;"><strong> especially the bank ensure the construction progress</strong></span> for the buyer after the first of July.</span></p>

<span style="font-size: 12pt;"> In the<span style="text-decoration: underline;"> first quarter 2015</span>, the market is showing up its <strong>recovery trend</strong>. Credit balance and the number of <strong><em>transaction increased</em></strong>. Successful transactions keep the growth in comparison of same period last year. In <strong><em>Hanoi,</em></strong> there are<span style="color: #ff0000;"><strong> 4.250</strong></span> successful deals in<span style="text-decoration: underline;"> first quarter</span> this year,<strong> three fold</strong> compared with same period 2014. The market focus is on the under-construction projects and good location ones. The<strong> same</strong> situations happening in <strong><em>Ho Chi Minh real estate market</em></strong>. Namely, there are<span style="color: #ff0000;"><strong> 3.950</strong></span> successful <em><span style="text-decoration: underline;">transactions</span></em>, most of small and medium size apartments segment (70 – 90sqm of area). The inventory for real estate is dramatically decreasing in first 3 months. Estimated to the end of March 2015, the sum value of the inventory in<em><strong> whole country is only 70.703bn VND</strong></em>, <strong>45% decrease</strong> (57.845bn VND), in comparison of the first quarter 2013. In Hanoi, the inventory is<strong> 9.006bn VND, equivalent 45%</strong>. Same with<strong><em> Ho Chi Minh City</em></strong>, <span style="text-decoration: underline;"><strong><em><strong>14.057</strong>bn VND</em></strong>, </span><em><strong><span style="text-decoration: underline;">51%</span> go down</strong></em> compared with quarter I/2013.</span></p>

<p><span style="font-size: 12pt;">The <strong>Construction Ministry</strong> said, as of mid-March 2015 the <span style="color: #ff0000;"><strong>30.000bn VND</strong></span> <strong>credit package</strong>, which is supposed to give real estate market a push,  has been<em><strong> disbursed  6.285bn VND</strong></em>, equivalent of <span style="color: #ff0000;"><strong>20.95%</strong></span> the total. Besides, the capitals committed for lending reached 10.967bn VND, corresponding to 36.5% the whole package. Considering the structure of the loan, the banks have contracted to commit for 14.367 households, personal loans totaling 6.547bn VND, of which 4.525bn VND has been disbursed. Besides, the banks is committed to loan 34 projects 4.220bn VND, disbursed for 31 projects with 1.760bn debt.</span></p>
<p><span style="font-size: 12pt;">Also in first 3 months this year, the real estate market occur the<strong><em> conversion trend</em> </strong>from <em><strong>residential to social</strong> </em>houses and it also<strong><em> adjusted</em> </strong>the <strong><em>structure of commercial houses segment.</em></strong> There are 88 projects applied for structural adjusting in apartments, an increase of 14 projects compared with same period last year, the number of apartment is 36.113 initially, applied to convert 49.199. There are 62 projects registered for converting from residential to social housing with the construction scale of 41.769 apartments.</span></p>
<p><span style="font-size: 12pt;">Although the market is showing some<strong> positive signs</strong>, but more than ever, the management authority and businesses <strong>need to have suitable movements</strong>, must<strong> avoid creating shocks</strong>, disappointing the confidence has newly rekindled. With the warming of the market, there are some bad tactics of creating virtual fever appeared with sophisticated level. Together, the credit policies are being loosed more to the real estate market while the<strong><span style="text-decoration: underline;"><span style="color: #ff0000; text-decoration: underline;"> interest rate is attractive</span></span></strong>. It is clearly that the <em><span style="color: #ff0000;"><strong>market is recovering</strong></span></em> but how long it stands this state or this is just a temporary in short-term,<span style="text-decoration: underline;"><span style="color: #ff0000; text-decoration: underline;"><em><strong> depends on the attitudes from all partners</strong></em></span></span>. 				<content:encoded><![CDATA[<p><strong>The number of transaction in apartment market in the first quarter 2015 is showing its <span style="color: #ff0000;">significant</span> <span style="color: #ff0000;">increase</span> compared to the previous time. <em>Does it make the price go up?</em></strong></p>
<p>In recent report made by a consultant and market research firm said, the number of successful transaction in apartment segment in <em><strong>first quarter of 2015</strong></em> in Ho Chi Minh City <strong><span style="color: #ff0000;">increased 130%</span> </strong>over the same period time last year with more than<strong><span style="color: #ff0000;"> 5.000 units</span></strong> offered this time <span style="text-decoration: underline; color: #0000ff;"><a style="color: #0000ff;" href="http://blog.vietapartment.com/vietnam-real-estate-market-foreign-investors-should-notice-about-the-noise/" target="_blank">(reports from Savills)</a>.</span></p>
<p>The <strong><em>supply is abundant while the demand improved</em></strong>, lots of new projects were introduced to the market, most of them have <span style="text-decoration: underline;">reasonable price, good locations</span> that created attraction to the customers. But is it too<strong><em> early</em> </strong>to say the market is already on its <strong><em>trend of recovery</em></strong>, the price is starting to go up in general speaking?</p>
<p>A sales manager from a real estate company in Ho Chi Minh City said, the matter whether the price is up or not still <em><strong>need careful consideration</strong></em>, not just depends on some<span style="text-decoration: underline; color: #0000ff;"><em><a style="color: #0000ff; text-decoration: underline;" href="http://blog.vietapartment.com/vietnam-real-estate-market-foreign-investors-should-notice-about-the-noise/" target="_blank"> noises in the market,</a></em></span> because it just lead reasons for investors <em>blowing the bubble price.</em> It is not smart decision these days to do some tricks at price due to the customers now really sober.</p>
<p>Although the <strong>fact</strong> is that, there are <strong>some projects</strong> with<strong> nice locations</strong>, <strong>the prices per square</strong> meter are quite different between the construction phases are tens of millions, even hundreds of million VND; but it is just the surface of the problem due to the later phases could <strong>focus on utilities</strong>, <strong><em>improve disadvantages in construction</em></strong> and<em><strong> design</strong></em> from the first phase, or spare some “spaces” for secondary investors to have differences in term of income.<br />

<p>The point is, the seller made a<span style="text-decoration: underline;"><em> psychological impact</em></span>, felt “<em><strong>gaining over losing</strong></em>” to the buyer. It is unlikely to happen when the market at the time of 2007 and early 2008.</p>
<p>That is<em><strong> still not mentioning</strong></em> about the intensive competition from the apartment market in Ho Chi Minh City, the <strong><em>supply is everywhere,</em></strong> from the inner city to the suburban, so the actions like the sudden increased price or over pricing effects only make <strong>congested output.</strong></p>
<p>This is due to, the buyers<em><strong> have too many choices</strong> </em>and the <strong>information</strong> nowadays is<strong> reachable</strong> so that they get <strong>easily confused</strong> or change their decisions<strong> even when</strong> the price have very little, <strong><em>little fluctuation.</em></strong></p>

<p>Talking to the media at the meeting to announce the program “Comeback Homeland Spring 2015”, Deputy Minister of Foreign Affairs <strong>Vu Hong Nam</strong> said, from the law of housing amended on, there were <strong>7.000 oversea Vietnamese</strong> owned a house in Vietnam. “With the environment for investment, business is <span style="text-decoration: underline;">gradually improving</span>, the changes in approaches of the law-maker…pulled oversea people back to their homeland more and more”<br />
Results from the Research Institute for Economic Management TW (Minister of Planning and Investment) and <span style="text-decoration: underline;"><em>Western Union</em></span> conducted at the end of 2014 said, a remarkable portion of remittances sent back to Vietnam used to buy real estate.<br />
Total of remittances in 2014 reached <strong><span style="color: #ff0000;">12 billion USD</span></strong>. <span style="text-decoration: underline;"><strong><em><span style="color: #0000ff; text-decoration: underline;">16-17%</span> flowed into real estate market.<br />

Since<strong><em> 1<sup>st</sup> July 2015</em></strong>, the law of housing (applied) allowed, oversea Vietnamese who lived abroad could have the right of owning a house without restriction on the number and type of house ownership. It is <em><strong>only when they are accepted by the authority to allow entry to Vietnam</strong></em>. The same for the foreigners. Specially, organizations and individuals are allowed to invest and build housing project for rent. Early, the overseas Vietnamese and foreigners want to buy houses in Vietnam shall comply with Resolution 19/2008 / QH12 very limited. Thus, according to the Department of Housing Management and Real Estate Market (MOC), the 5-year (2009-2014), who was just over <em><strong>400 overseas Vietnamese and foreigners</strong> </em>buy houses in Vietnam.</p>

&#8220;Housing Law amendment will help Vietnam market becomes more attractive for foreigners living and working in Vietnam, who want to invest in this market and erase the initial barriers, create a more<strong><span style="color: #ff0000;"> fair playing field between foreigners and people of Vietnam</span></strong>, &#8220;said Mr. Leech.</p>
